Spice Rules of internal procedures for visitors

These procedures for use of the Shopping Centre SPICE (S/C SPICE) and the adjacent area at 29 Lielirbes Street, Riga (“Procedures”) are binding on all visitors and guests of S/C SPICE. The premises and area of S/C SPICE are publicly accessible locations and, therefore, visitors and guests of S/C SPICE are also bound by the Riga City Council Regulations No. 80 Public Order Regulations in Riga of 19 June 2007, as well as all other applicable laws and regulations.

The opening hours of S/C SPICE are as follows:

• every day from 10:00 to 21:00 hrs;

• RIMI located in S/C SPICE is open from 8:00 to 23:00 hrs;

• other (changed) opening hours, information about which is published on the website www.spice.lv.

The order on the premises of S/C SPICE and in the adjacent area is monitored by the security service staff (hereinafter referred to as the Security Service), and visitors and guests of S/C SPICE are required to comply with the instructions of the Security Service staff.

CCTV is in operation on the premises of S/C SPICE and in the adjacent area.

  1. The following is prohibited on the premises of S/C SPICE and in the adjacent area:

    1. entering the premises of the shopping centre before the start of the established opening hours, as well as staying on the premises of S/C SPICE after the end of the established opening hours, except in cases where this is agreed with the Administration of S/C SPICE;

    2. entering the restricted areas of S/C SPICE without prior registration with the S/C SPICE Security Service or without an access card issued by S/C SPICE, or without permission from the Administration of S/C SPICE;

    3. damaging the property of S/C SPICE on the premises, such as fittings, equipment, indoor plants, flower pots, benches, tables, waste containers, etc.;

    4. damaging the property of S/C SPICE in the adjacent area, such as the lawn, trees, plantings, flower pots, benches, tables, waste containers, etc.;

    5. littering on the premises of S/C SPICE and in the surrounding area;

    6. disturbing other visitors of S/C SPICE, such as making noise, failing to comply with the established procedures, and physically or mentally offending other visitors of the centre;

    7. begging on the premises of S/C SPICE and in the surrounding area and rummaging through waste containers located on the premises and in the surrounding area;

    8. arranging or organising any events/campaigns to collect donations on the premises and/or in the area of S/C SPICE without prior written consent from the Administration of S/C SPICE;

    9. filming or taking photographs without prior consent from the Administration of S/C SPICE, except as part of marketing events organised by S/C SPICE (participating in them); Permission to film or photograph in SC "Spice" can be granted by writing to [email protected] two working days in advance.

    10. advertising any kind of goods and distributing promotional materials without prior consent from the Administration of S/C SPICE;

    11. conducting any kind of trade without consent from the Administration of S/C SPICE;

    12. smoking or vaping inside S/C SPICE, as well as outside the premises of S/C SPICE in prohibited areas and within 10 metres from the entrances to S/C SPICE;

    13. consuming alcoholic beverages outside the designated areas, i.e. cafes and restaurants, as well as being on the premises and in the area of S/C SPICE while intoxicated and/or under the influence of psychotropic substances;

    14. entering S/C SPICE inappropriately dressed and/or naked;

    15. riding a scooter, electric scooter, roller skates, skateboard or bicycle on the premises of S/C SPICE, as well as using the parking lot or the terrace of the centre for these sporting activities;

    16. pets are allowed in the public corridors of SC "SPICE", however, each tenant (store) in the shopping center reserves the right to decide whether to allow visitors with a pet into their leased premises;

    17. parking cars in places not intended for this purpose, failing to observe traffic signs/indications and markings on the road or at the curbs;

    18. bringing highly flammable and explosive substances into the area and premises of S/C SPICE;

    19. entering the area or premises of S/C SPICE with firearms, cold weapons and special devices, except when performing duties of service;

    20. failing to comply with the fire safety standards set out in the laws and regulations of the Republic of Latvia and using fire extinguishers, fire alarm buttons, fire cabinet equipment and other fire safety devices without authorisation, except in cases where fire has occurred in S/C SPICE or there is some other emergency;

    21. using escape stairs and doors of S/C SPICE, except in cases when an emergency has occurred in S/C SPICE and an evacuation has been announced;

    22. not leaving the premises of S/C SPICE immediately upon hearing the fire alarm or evacuation announcement;

    23. leaving the shopping carts of the shops in places not intended for, outside S/C SPICE and shopping cart spaces located in the area;

    24. organising any events/campaigns/mass gatherings on the premises and/or in the area of S/C SPICE without a prior written agreement with the Administration of S/C SPICE;

    25. placing or using mobile advertising trailers or cars with placed advertisements (or similar objects) without a prior written agreement with the Administration of S/C SPICE.

  1. Use of Escalators/Travelators and lifts on the Premises of S/C SPICE:

    1. Use of escalators/travelators:

      1. when using an escalator or a travelator, stand in the direction of movement and hold on to the handrail;

      2. stand firmly on the step or moving conveyor and as far away from the sides of the escalator or travelator as possible;

      3. at the end of the ride, carefully step off and make room for the next passenger to step off;

      4. during the ride, the child must always be accompanied by an adult, and the child must be held by the hand;

      5. in the event of an accident or malfunction of the escalator or travelator, use the emergency stop button;

      6. strollers and shopping carts may not be placed on the escalator;

      7. on the travellator, use only specialised carts designed for the travelator;

      8. an escalator cannot be used by persons with reduced mobility who require the use of a cane, crutch, walker or wheelchair;

      9. do not transport large, long or heavy objects on an escalator or travelator;

      10. do not play on an escalator or a travelator. Children on an escalator or a travelator must always be accompanied by an adult and must not be left alone;

      11. do not stand on an escalator or a travelator against the direction of movement of the escalator or travelator;

      12. do not sit on the escalator and travelator and their handrails, and do not lean over them;

    2. Use of lifts:

      1. if the lift cabin is full, be patient and wait for the next one. Do not exceed the permitted carrying capacity and passenger capacity of the lift;

      2. once you enter the lift, go to the back wall of the cabin, turn around to face the door and keep your distance from it.

      3. children must always be accompanied by an adult and should be held by the hand during the ride. Pets must be on a leash;

      4. when entering or exiting a lift, be careful where you place your foot, since the floor of the lift may not be at the same level as the floor of the building;

      5. if you notice anything unusual in the lift, such as a broken mirror or unusual noise, please notify the Administration of S/C SPICE or the lift maintenance company;

      6. use the door open button so that another person can enter the cabin;

      7. do not use the lift in case of fire or another emergency;

      8. do not play in or near a lift;

      9. do not hold the door open using any body part or object; use the door open button instead;

      10. if you are stuck in the lift, press the alarm button and wait for the support staff to help you. Do not attempt to exit the lift on your own;

      11. when moving heavy or large objects, do not exceed the lifting capacity and passenger capacity of the lift. Take the cargo lift or stairs instead.

  1. Internal Procedures for the Visitors of the Children’s Recreation Ground and Playground

    1. These internal procedures for the visitors of the Children’s Recreation Ground and Playground at 29 Lielirbes Street, Riga (“Playground”) are binding on all visitors of the Playground. The Playground is a publicly accessible location and, therefore, visitors and guests of S/C SPICE are also bound by the Riga City Council Regulations No. 80 Public Order Regulations in Riga of 19 June 2007, as well as all other applicable laws and regulations

    2. The order on the Playground on the part of S/C SPICE is monitored by the security service staff of S/C SPICE (hereinafter referred to as the Security Service), and visitors are required to comply with the instructions of the Security Service staff.

    3. Visitors of the playground are required to comply with these rules, safety and precaution standards, public order and fire safety standards, sanitary requirements and operating restrictions specified in these procedures, as well as handle the playground equipment with care and caution, and comply with the instructions and reasonable demands of the Security Service staff of S/C SPICE.

    4. The play equipment is intended for children from 3 to 10 years old.

    5. Parents, their authorised representatives or guardians are responsible for the health, safety and presence of the child on the playground, and they take full responsibility for the safety of the child.

    6. You should refrain from any actions or behaviour that may disturb other visitors.

    7. The following is prohibited on the Childrens Playground:

      1. bringing and using motorised vehicles;

      2. lighting fires;

      3. breaking branches of trees and shrubs, damaging bark, picking leaves, flowers and fruits, and digging up or otherwise damaging plantings;

      4. leaving garbage (including glass containers) on the Children’s Playground and burying garbage in the sand;

      5. carrying out any work on the Playground without a permit issued by S/C SPICE;

      6. engaging in business activities (provision of services/trade);

      7. moving/scattering stones and pebbles, and wood chips;

      8. bringing and staying on the Playground with a pet, as well as bringing a dog without a muzzle and a leash;

      9. smoking or consuming alcohol and/or intoxicants;

      10. using the equipment installed on the Playground for unintended purposes (for example, climbing onto roofs, climbing over safety railings, etc.);

      11. breaking the equipment of the Children’s Playground and the elements located on it, drawing on them or otherwise damaging them;

      12. children of preschool age may not be present on the Playground unless accompanied by an adult.

    8. When using the equipment and rides installed on the Playground, it should be kept in mind that:

      1. it is prohibited to lift children or otherwise help children climb onto the equipment/rides or their parts that children cannot reach on their own: this means that the specific equipment/ride is not suitable for their age;

      2. visitors of the playground should bear in mind that a child may fall, bump into something or get injured, and also that the Playground is visited by children of different ages and personalities, whose actions cannot always be predicted;

      3. it is forbidden to come close to a carousel on which someone is already riding;

      4. it is forbidden to be under nets that someone has climbed onto;

      5. when being on or near playground equipment/rides, persons are solely responsible for their own safety and the safety of those under supervision;

      6. caution, safety and standards of good behaviour should be observed;

      7. rides must be used on a first-come, first-served basis, and no pushing/harming others is allowed;

      8. financial responsibility for damage to the Playground equipment and elements placed on it lies with the child’s legal representatives in accordance with the regulations of the Republic of Latvia.

      9. when children are on the Playground, responsible persons certify that they have read the procedures for using the Playground and undertake to comply with them.

  1. S/C SPICE does not assume responsibility for:

    1. damage, harm and accidents suffered by a person or personal property while visiting/using the Children's Playground and its equipment in case of non-compliance with the Internal Procedures for the Visitors of the Children’s Playground;

    2. unattended or forgotten belongings/property and other things;

    3. the safety and security of scooters, electric scooters, bicycles, cars and other means of transportation parked on the premises or in the area, as well as things located in or on them.

  1. The Security Service has the right to:

    1. expel persons who do not comply with the Internal Regulations of S/C SPICE from the Playground, from the shopping centre or from the adjacent area;

    2. check suspicious persons, objects, etc.;

    3. detain persons carrying out illegal actions or not complying with these Internal Procedures until the arrival of the police.

Rules of Use of the Parking Lot

of the Shopping Centre SPICE

  1. These Rules of Use (“Rules”) of the area of the shopping centre SPICE at 29 Lielirbes Street, Riga (“Parking Lot”) are binding on all users of the S/C SPICE Parking Lot (“Customers”). Within the meaning of these Rules, the Parking Lot is the space where vehicles are parked in the area of S/C SPICE, sidewalks and adjacent areas (lawns, etc.). The area of the Parking Lot is private property.

  2. Within the meaning of these Rules, a vehicle (“Vehicle”) is a vehicle registered in the manner prescribed by regulations, with duly installed state registration licence plates, while the means of transportation (“Means of Transportation”) are scooters, electric scooters, bicycles, skateboards, etc.

  3. Based on Articles 1428, 1535 and 1537 of the Civil Law, these Rules constitute an agreement on the use of the Parking Lot, concluded in the absence of the parties. The agreement on the use of the Parking Lot is concluded at the time when the Customer arrives at the Parking Lot, expressing their will and consent to enter into this agreement. Within the meaning of these Rules, the Customer is the actual user or owner (holder) of the Vehicle or Means of Transportation.

  4. Stopping and parking of Vehicles and Means of Transportation in the Parking Lot is permitted only in places with appropriate markings, observing the Rules, traffic regulations prescribed by law, road signs, information signs and horizontal road markings and without hindering the use of the Parking Lot by other Customers. It is prohibited to park Means of Transportation closer than five metres from the entrances/exits of S/C SPICE.

  5. Sharing service providers of the Vehicles and Means of Transportation (and/or their business partners) are prohibited from parking/leaving shared Vehicles and/or Means of Transportation in the Parking Lot unless such parking/leaving in the Parking Lot has been previously agreed in writing by Tirdzniecības centrs Pleskodāle SIA and/or a corresponding cooperation agreement has been concluded. Only Vehicles and/or Means of Transportation are allowed to enter the Parking Lot. Means of Transportation may only be locked to the racks specially installed for this purpose.

  6. Parking (placement) in the Parking Lot outside the parking time specified by road signs is permitted only for Vehicles with permits specially issued by Tirdzniecības centrs Pleskodāle SIA (“Permit”) and Vehicles and Means of Transportation intended for shared use whose placement in the Parking Lot has been agreed upon with Tirdzniecības centrs Pleskodāle SIA in advance and subject to a concluded cooperation agreement. The Permit must be placed under the front windshield of the Vehicle in a clearly visible place. If the Permit is not the original issued by Tirdzniecības centrs Pleskodāle SIA, or the Permit is placed incorrectly, or the information on the right to use the Parking Lot indicated in the Permit is illegible, it is considered that the Parking Lot is being used without a valid Permit.

  7. Customers are required to leave the shopping carts of the shops located in S/C SPICE in the designated cart spaces and not leave them in the Parking Lot in areas not designated for this purpose.

  8. Placing or offering promotional materials, advertising, distribution and/or sale of goods, and placing devices that play promotional audio materials or trailers with promotional materials without prior agreement with Tirdzniecības centrs Pleskodāle SIA is prohibited. It is also prohibited to hold or organise any events/campaigns/mass gatherings in the Parking Lot without a prior written agreement with Tirdzniecības centrs Pleskodāle SIA. A penalty of EUR 500 is applicable for the violation of this clause.

  9. The order in the Parking Lot on the part of S/C SPICE’s owner, Tirdzniecības centrs Pleskodāle SIA (registration No. 40003523495), is monitored by the security service staff of S/C SPICE (“Security Service”), and Customers are required to comply with the instructions of the Security Service.

  10. Customers are responsible for the safety of the Vehicle and/or Means of Transportation parked in the Parking Lot, as well as for the safety of the property therein.

  11. In cases of violation of Clause 5 or 6 of the Rules, Tirdzniecības centrs Pleskodāle SIA is entitled to move the Vehicle or, based on Articles 1735 and 1736 of the Civil Law, to exercise the right of detention. The costs of moving the Vehicle are covered by the Customer. The use of the right to detain the Vehicle is terminated after payment of the applied penalty.

  12. Tirdzniecības centrs Pleskodāle SIA does not assume responsibility for:

    1. the Vehicle left in the Parking Lot and its safety, the property in it and its safety;

    2. unattended or forgotten belongings/property and other things in the Parking Lot.

  13. The Security Service has the right to:

    1. after detecting a violation of any clause of regulations or these Rules, involve supervisory institutions to record the violation and apply an administrative penalty;

    2. take photographs and videos, which are considered evidence of the actual circumstances of the detected violation;

    3. check suspicious persons, objects, etc.;

    4. detain persons carrying out illegal actions or not complying with these Rules until the arrival of the police.
